I am still trying to figure out why the Mosaic Team has not investigated Micro-Circadian Electronics, which is the place of employment of the engineer who was killed by the three-star tattooed man. The character Mark Benford should have been able to mentally tie the tattooed man to the Mosaic investigation (by what he saw in his FF and the incident in the Pet Store), and then realize that the tattooed man was interested in the engineer or his work (from the murder of the engineer). With a company name of Micro-Circadian Electronics, someone should have realized that it could be related to a world-wide blackout.
Side Note:
I was reading about Quantum Entanglement (QE) and came across the name Boris Podolsky, who (according to Wikipedia) defined the EPR Paradox (EPR = Einstein, Podolsky, Rosen). The EPR paradox is related to the concept of QE. The name Podolsky made me think of the Engineer in the episode "Playing Cards With Coyote", who worked at Micro-Circadian Electronics and was killed for the QED rings. When I rewatched the episode, it turns out that the name of the engineer is Porowski, (not Podolsky). Searching on Porowski, I find the following on Wikipedia.
Sylwester Porowski (born April 7, 1938 in Bierzyn), a Polish physicist specializing in solid-state and high pressure physics.
In 2001 Professor Porowski's team built the blue semiconductor laser, a pioneering feat in the study of optoelectronics. He is the head of The Institute of High Pressure Physics in Warsaw.
I think that this may be one of those hidden references that the creators use to see if we are paying attention. In any case, I will be on the lookout for references within the show regarding blue lasers.
