Jacob touched Kate and Sawyer when they were children (this is also illegal in most societies ;)).
Now, here's the issue. When Jacob touched Richard, he stopped aging. Theoretically, since he gave Sawyer and Kate their "curse" when they were children, shouldn't they still be children?

Maybe Jacob's touch didn't do it. Maybe something else did it and Jacob took the credit for it.

I never understood why everyone thinks that Jacob touching you makes you not age. Its very evident that his touch means different things to different people. With Richard, it happened to be that, because of conversation with Richard.

Richard did not ask Jacob if he could never age, but rather that he could live forever. If Jacob was malevolent, I could see that wish turning out badly with Richard in some eternally decaying state, so not aging was a fortunate result. Since the island has appeared to have some healing powers for Rose and maybe Locke, I've wondered whether Richard would age rapidly into dust if he left the island or it ceased to exist, as in "Lost Horizon" and other sci-fi.
The other candidates did not make similar requests of Jacob.
Well, "ageing" (the deterioration of cells when they duplicate) is different from "maturation" (the development of creature from fetus to adult). Jacob's touch could have stopped the ageing process, but that had nothing to do with the maturation of the individuals.
Think of those kids who have that ageing disease "progeria". They are "dying of old age" -- their cells have deteriorated at a rate much faster than normal, yet they are still developmentally children who haven't even gone through puberty -- their rate of maturation is still normal.
It's not clear whether Jacob gave that gift to Sawyer and Kate as children, anyway. BUT, in "Across The Sea", we did just see "Mother" say she made it so Jacob and his brother could never hurt each other, when they were kids. Presumably, that was the same gift as never ageing that Jacob later gave Richard. And Jacob and his brother still matured into adults after that point.
I'm now skeptical that Jacob's touch does anything. He may think it does, but I think it's really the drink.

Jacob is so powerful, his touches do different things. So when Richard asked to live forever, Jacob used his powers to grant him that. When Jacob touched all of the candidates, he made it so they would have to come to the island and either become the new Jacob, die in the process, or leave once one of them become him.
