Well, I've seen poor people before that had one or two nice pieces of clothing- so they ALWAYS wore those. It comes from feeling self conscious about one's situation, I am guessing.

But one other thing... I'm kindof guessing she didn't NEED money. ;) You know... she could be an alcoholic, or shoping-crazed.
