He could have easily spoken the Portuguese to get the lips matching the words and then had a real Portuguese man lip-synced the dialog. I've sat in on many a looping and it's not that hard to do or any more expensive than having to re-loop a scene because of outside noises.

Kristin: I don't know if you've heard of this, but the big thing that came out of it was a lot of fans thought that the two guys at the end speaking Portuguese in the hatchsicle [...] one of them we
thought..was Matthew Fox.
Jack: Interesting. ...it wasn't...it wasn't.
Kristin: But he looked a lot like him.
Jack: .. I can see a visual similarity, but that was just, we cast the two best actors who could speak Portuguese.. and there are probably a lot of them. Actually we read guys who spoke Russian, guys who spoke Portuguese, a myriad of languages, and just thought these two guys were the coolest so we hired them, and thought... 'Portuguese, how odd', it wasnt written that way..like many things on our show.

Kristin: Well you might know this then because there was a lot of fan speculation that Matthew Fox may have been one of those Portuguese guys, or that one of them looks exactly like Matthew Fox. Have you heard this?
Jorge: (looks confused) No (laughs) Really?
Kristin: yeah
Jorge: well...
Kristin: The one with the hat and the glasses on?....dead ringer for Matthew Fox.
Jorge: I think that was my friend...
Kristin: really?
Jorge: The one who talks on the phone and speaks english?
Kristin: yeah, whats his name?
Jorge: Len Cordova
Kristin: Yes! So he actually exists?
Jorge: Len Cordova is a real person, I know him from my acting class, and he is not Matthew Fox. I'll go on record and say that. .. and I'm going to call him like right now and tell him what people are saying (laughs)
Kristin: I actually emailed Damon about it today and Damon emailed back.. 'it's not Jack, I swear', but the fan boards were going crazy with people thinking it was MF, it was the 'bad twin', that whole theory.
