What determines when in the future is seen?

What determines when in the future they flash forward to during a blackout?

Plasma wakefield experiments (PWE) (perhaps in combination with something else) cause the blackouts as they did in Somalia in April 1991 and globally in October 2009.

For some reason I was thinking the flashforwards occurred during the next PWE, but obviously they are unconscious during the next PWE. Duh!

So what determines it? What links the time of the PWE to the time in the future they see? A different kind of experiment? What links 11am 10/6/09 to 10pm 4/29/10? When did the people in Somalia flashforward to?
