We all know that Ben is a powerful man. He has been able to do many things. Do you think that it is possible that he is telling Juliet that he has Rachel? Not on the island, but back in states. It would appear that Ben has quite a few resources that he is able to draw on. He could be using Juliet's love for her sister as a way of gaining her compliance??
Maybe I was reading too much into mrain01's suggestion and just extrapolated on nothing, but...
Juliet said Jack was cute when she saw him on the monitor, so my guess is Ben's using that for something.
I thought of that too, but I was also wondering if maybe Jules was making a dig at Ben by saying that? Raising the question of who the hunter/hunted is.....

i would put my money on blondie because
ben i believe is too self-absorbed to consider that
he could be conned.
Maybe Juliet brought her sister with her when she was recruited. Maybe they told her the island she would be working on is known to have healing powers, and so she brought her sister there.
And Ben flat out states his M.O in Expose while Paulo is in the potty. He finds out your weakness and exploits it. Like this terrible confrontation he's setting up with Cooper and John, it's SO cruel. Ben is a d*ck.
