I took it to mean that for Ben the time was right to show his people that he too can be healed and walk again where once he was in a wheelchair just like Locke. He chose to do this at the time when Locke was present. Ben wanted his people to see that anything Locke can do, Ben can do too (if not better).

Well the others seem to think that Locke is most affected by the island's so called "powers". They want him around because they think his special-ness will have a positive effect on the rest of them.
I personally think it is another manipulation by Ben to make Locke feel special. Everything Ben did was a manipulation of Locke, humiliating him, making him feel special and I think having Richard go talk to him and bad mouth Ben. The agenda is to break Locke and get him to join the others of his own Free Will, much as he wanted Jack to operate on him of his own Free Will. Like Ben said to Sawyer, they are much better at the con.
You have to keep in mind Ben is a master manipulator and liar. You have to take everything he says and does with a grain of salt. I think Ben's "I can't walk" was a con.
Plus Ben has to know how badly Locke wants to belong and fit in. If they know about Sawyers killing, then I would assume they know about Locke's time with the pot farmers and how he will almost do anything to fit in. He was supposed to take the agent out to kill him but couldn't and was ostracized as a result of allowing him in and not fixing the situation. So they are using the same test on him to get him to join their camp and prove loyalty to them. I really think Ben is blowing smoke so far up Locke and we are going to see him once again be used like a puppet.

But why give Locke implicit credit. If Ben wanted to impress the group it would have been better to start walking before Locke showed up.
