It looks like Daniel is communicating in sign language when he's asking Frank for the phone. It looks like something more than random nerdy fidgeting.
When he says "call regina", he motions down with his index and middle finger apart into his other up-turned palm. I was able to find that this is the sign for "stand": http://www.geocities.com/mysignlangu...sign/stand.jpg
Then when he says "in the boat", he holds both palms up in a bowl shape.
Then when he says "while we're waiting", he holds both hands over to the side with one palm up and one palm down.
Anyone know if the other ones are signs for anything?
Hmm, interesting. I don't know sign language, and just figured it was Daniel's awkward way of moving. However, this would be a great reveal if they were communicating in two ways at the same time!

Palms up in a bowl shape sounds the the ASL symbol for boat.
Both hands over to the side with one palm up and one palm down sounds like the ASL symbol for morning.
My ASL is rusty, I used it two jobs back with a co-worker. I have to watch that again. That may be a good find.
EDIT: after re-watching this scene think most his gesturing is out of nervousness, his inability to find the right word. His motions are not fluid like ASL.

But it seems like quite a coincidence that he would use the sign for "boat" as he is saying "boat." And it seems kind of hard to make the sign for "stand" accidentally. Maybe he knows sign language for whatever reason, and starts gesturing in it when he's nervous?
