I believe that was his whole motivation in regard to this matter. Remember the Miles-Ben extortion threat only happened a day or so ago.

True but wouldn't it be easier for Ben to erase Miles than arrange for the 3.2 million? Considering this episode showed that he can cleverly arrange for someone (Goodwin) to get killed without a direct tie-in to him being responsible. Don't you think?

Ben has a way of communicating even when he is being held captive, ie. using "whispers transport". He has informed the others not to storm the othersville.
He propably knows the extortion wouldn't stop at 3.2 million (to buy the worlds biggest hamburger), so he needs to make Miles disappear.
All's I know, is that Locke is a silly duck for letting him out. Ben might've been telling the truth, but there's no way he's telling the WHOLE truth. Remember, it is Ben. He's a master in the art of psychological manipulation, not to mention he doesn't hesitate to exploit people to get what he wants. He's a genius. <3
