Well doesn't it make more sense that he will teleport from somewhere in the arctic? I don't think Tunisia is the first stop on his world tour; I think it's one of the later ones.

That particular spot in Tunisia is a regular terminal on the Teleport Express. Remember, "Dean Moriarty" had frequent-guest status at the local hotel.
